Referring to telegram No.368 from me.
Loan proposed does not fall within orbit of Consortium
as it does not involve public issue. This information has
therefore been conveyed to Chairman of Eastern Telegraph
Company. He now wants to open negotiations with Chinese Government but will apply for approval of His Majesty's
Goverment before completing transaction. He thought his
Company might entertain some scheme for pooling among
Consortium powers if serious opposition arose over proposal
to extend monopoly.
Please let me have your general observations on the
subject.
